In simple terms, the Resource.cfg file is a roadmap. It is a small text configuration file that instructs the game engine to load content from folders other than the default game installation directories.
Save this file as resource.cfg (make sure your OS does not append .txt to the end). Move it into your Mods folder.
Note: If you do not see a "Mods" folder inside your game directory, you will need to create one manually. Simply create a new folder and name it Mods (without the capital M if it doesn't work, though capitalization usually does not matter on Windows).
