Rockstar officially supported Windows 7 until the game’s "remastered" editions arrived. The original disc version (v1.0) and the digital v1.3 will install and run on Windows 7 32-bit without needing compatibility mode in most cases.
As you can see, Grand Theft Auto: San Andreas can run on Windows 7, but it requires a 32-bit version of the operating system. If you are running a 64-bit version of Windows 7, you may not be able to run the game natively.
