Retrobat, based on EmulationStation and RetroArch, has gained traction due to its portability (USB drive-friendly) and ease of use. Many users seek downloadable "packs" to avoid the manual work of sourcing ROMs, scraping media, and configuring emulators. However, the ecosystem of these packs is fragmented and legally gray. This paper aims to clarify what a high-quality Retrobat game pack should contain and how to build one responsibly.
