No. For normal file transfer, just connect the phone while powered on and select "Mass Storage Mode" from the phone’s USB settings. The driver is only for flashing and IMEI repair.
Windows 11 makes driver installation notoriously difficult. If disabling signature enforcement is not working, you must self-sign the driver:
